The Mount Peter Priority Development Area (PDA) was declared on 30 July 2025. Spanning approximately 2,650 hectares, the PDA is a critical step in giving more Queenslanders a place to call home, delivering on the Queensland Government’s commitment to build one million new homes by 2044.

Mount Peter PDA Interim Land Use Plan (ILUP)

The Mount Peter PDA ILUP came into effect when the PDA was declared. It is a temporary planning instrument, anticipated to be in effect for up to 18 months. It regulates development until the Development Scheme is finalised.

The ILUP includes two precincts:

  • Precinct 1: Residential North – a residential neighbourhood that is a natural expansion of an existing neighbourhood. Development applications may be lodged, assessed and decided while the ILUP is in effect.
  • Precinct 2: Investigation Precinctthe balance area, where development is restricted to interim or temporary uses until the PDA Development Scheme and Development Charges and Offset plan in finalised.

The ILUP is in effect while detailed planning and community engagement is undertaken as part of the Development Scheme preparation process

  • Meeting Cairns Housing Needs

The Cairns local government area is growing rapidly and the Mount Peter PDA will support this growth by delivering around 18,500 new homes to meet a range of community needs.
  • Infrastructure to Support Growth

The PDA will be supported by the infrastructure needed for both residential and economic development.

    Key priorities include:

    • Water supply, stormwater and wastewater network upgrades.
    • New roads and transport links to ensure access to jobs, education, and services.
    • Education and community facilities to meet the needs of an expanding population.
    • Parks and open spaces for resident enjoyment.
  • Environmental Considerations

The Mount Peter PDA borders areas of significant environmental value, including the natural and cultural heritage significance of the Wet Tropics World Heritage Area and the nearby Great Barrier Reef World Heritage Area.

The PDA will protect these important local assets through the Development Scheme.

Our Commitment to Engagement

EDQ is committed to engaging with the community and stakeholders throughout the planning process.

Public notification of the proposed PDA development scheme is expected in mid-2026. This is an exciting opportunity for the community to have their say and influence how this important area will develop.
